While Kiev’s budget was being prepared for approval, «Kievgorstroy» announced that it is unable to finish building 22 residential complexes due to the ongoing full-scale conflict.
To hand over the investment housing, the developer needs only 18 billion UAH, which, according to «Kievgorstroy», can be covered by the capital’s budget.
Media note that currently Kievgorstroy is implementing 22 projects where work has been halted. The company has seven projects with a readiness level of more than 80%:
- RC «Urlovsky-2»,
- «Abrykosovyi»,
- «Kyrylovskyi Hai»,
- Twin House,
- Freedom,
- «Hvardiiskyi»,
- «Podil Grad»;
And five – with a readiness level of less than 30%:
- RC «Kurnatovskoho»,
- «Milos»,
- «Italian Quarter-2»,
- «Fairy Tale Place»,
- Urban Park.
Against the backdrop of these problems, information emerged about the declaration of the son of the head of «Kievgorstroy» Ilya Kushnir, a Kiev City Council deputy from the UDAR party. Investigators recalled that the 25-year-old guy has a multimillion-dollar business.

«When declarations were still open, I was directly struck by the declaration of the UDAR deputy Ilya Kushnir, the son of the head of «Kievgorstroy. In 2020, according to the declaration, his source of income was dividends from the investment fund «Orlando». The investment fund «Orlando» has a statutory capital of 130 million hryvnias alone. I’m waiting for the declarations to be opened again», — wrote on her page in Facebook the founder of «Encyclopedia of the Citizen» Yulia Nikitina.

Nikitina recalled that the situation around «Kievgorstroy» is already the fourth financial-construction pyramid in Kiev during the tenure of Mayor Vitali Klitschko. It refers to the construction scam of Anatoliy Voytsekhovsky, then «Arkada», then Maksym Mykytas, now the elder Kushnir. It is noted that Mykytas was also a UDAR deputy, like the younger Kushnir.
Recall that in July 2023, law enforcement agencies conducted investigative actions at sites related to «Kievgorstroy». Then, the president of «Kievgorstroy» Igor Kushnir noted that this is pressure on big business, and his company operates exclusively within the legal framework.
Regarding «Kievgorstroy», an inspection was started back in May. Then, Kiev City Council deputies created a temporary control commission, which was supposed to provide the results of the inspection of the activities of PJSC «Kievgorstroy» and its management, since the company had stopped work on its projects. According to the draft decision, the head of the commission was appointed as the party colleague of Kushnir’s son, deputy Vladyslav Andronov from UDAR. So far, no information about the inspection results has been reported.
Kushnir’s wife Oksana figured in the case of airplanes that fell under the sanctions of the National Security and Defense Council and in the scandal about the construction of elite estates in the suburbs of Kiev at a time when «Kievgorstroy» froze its projects.
Interestingly, it was «Kievgorstroy» that the Ukrainian government previously considered as a company that would complete the residential complexes of the company «Ukrbud Development» with loans from state banks. In turn, the corporation «Ukrbud» back in 2019 stopped work on most of its projects, in which people invested in the construction of 13 thousand apartments. This is six times more than was frozen as a result of the fraudulent scam «Elita Center».
